I. Background and Purpose
Taiwan Depository & Clearing Corporation (TDCC), since 2019, has cooperated with leading ESG rating providers to establish its ESG IR platform, one of the first dashboard consolidating ESG ratings and accessible to the public.
Over the past several months, TDCC has referred to the International Organization of Securities Commissions (IOSCO) report "Environmental, Social and Governance (ESG) Ratings and Data Products Providers (Final Report)" released in November 2021 and the Financial Services Agency of Japan "The Code of Conduct for ESG Evaluation and Data Providers" released in December 2022, and engaged in extensive discussions with domestic and international stakeholders to draft its own "Code of Conduct for ESG Ratings Providers (Draft)", aiming at enhancing transparency in rating methodologies, safeguarding the rights of users, and promoting the healthy development of the ESG rating industry in Taiwan. The draft is now open for public comments.
In the future, TDCC will require ESG rating providers with whom it cooperates to adhere to the aforementioned code of conduct.
